The “ProAguas Autarcas: The essential two water services for self-employed workers” is a recent LIS-Water partnership with the Fundação para os Estudos e Formação nas Autarquias Locais (FEFAL), which is intended for the political decision-makers responsible for the entities that own and manage the water services, such as presidents, vice-presidents and vereadores of municipal chambers.
The main objectives are: to make available to political decision-makers a global vision of two water services, including water supply and waste and rainwater management; alert political decision-makers to the main challenges that water services face; support political decision-makers in the management of water services, improving their effectiveness, efficiency, sustainability and valorization; share with political decision-makers national and international experiences and knowledge on the management of water services; and address strategies and instruments that allow political decision-makers to lead processes to improve water services.
The first edition was published on September 28, 2024 at the FEFAL facilities, in Coimbra, where political decision-makers from 22 municipalities will meet on a Saturday with an intense agenda, pursuing the greatest challenges of the sector.
The debate and closure session was chaired by the Secretary of State for the Environment and included in the presence of the National Association of Portuguese Municipalities (ANMP) and the Regulatory Entity of Water and Waste Services (ERSAR).
It was reaffirmed by the need for greater commitment between the diverse actors involved, promoting effective articulation and synergies. In particular, political bodies must take on more effective interventions, focused on the issues debated at this event.
It was affirmed with great value that it would be the establishment of a National Commitment Pact for water services. This process should involve political bodies, such as the Government, Autarchs and Deputies, and also other actors in the sector, promoting open discussion with society.
Faced with the success of this first initiative, new editions of ProAguas Autarcas are to be scheduled.

LIS-Water’s mission is thus to reinforce public policies, regulation and management of water services for the benefit of society, integrating the best knowledge in management, economics, engineering, law, social sciences, communication and other relevant areas.
Together with its partners, the association intends to make available and produce the best and most up-to-date knowledge at an international level and to transfer it continuously to decision-makers, water professionals, industry and society.
In this way, we will make our contribution towards achieving the great goals of humanity regarding better water governance, for a better world.
