PENSAARP 2030: What aspects to consider in environmental management?

Framework

The PENSAARP 2030, the new Strategic Plan for Water Supply and Wastewater and Rainwater Management, is under public consultation. In this section, we invite you to take a guided tour of the plan and participate in this consultation.

We have previously described in detail each of the twenty objectives. In addition to these objectives and the necessary measures, we describe here the complementary issues associated with environmental management, seeking to contribute to encourage the ongoing public discussion.

Objective

In addition to the 20 objectives set out and the 70 measures provided for in the PENSAARP 2030, other aspects associated with environmental regulation were identified which, given their importance and the strong impact on water supply and waste and rainwater management services, should also be be improved.

Environmental measures

Reinforcement of the environmental authority’s commitment is recommended through the following measures, to be included in the National Water Plan and in the Hydrographic Basin Management Plans:

  • Strengthening the environmental regulation of water abstraction in the urban cycle of public systems and autonomous solutions;
  • Strengthening the environmental regulation of wastewater discharges in the urban cycle of public systems and autonomous solutions, taking into account the combined approach and the principle of proportionality;
  • Strengthening the environmental regulation of rainwater discharges in the urban cycle of public systems;
  • Reinforcement of the inspection of perimeters for the protection of water sources, as essential reserves;
  • Strengthening inspection of water abstraction licensing;
  • Strengthening inspection of licensing of wastewater discharges;
  • Strengthening inspection of licensing of rainwater discharges when considered relevant;
  • Strengthening inspection of licensing of emergency dischargers;
  • Intensification of the collection and treatment of water resources information relevant to the risk management of water abstractions;
  • Intensification of the collection and treatment of water resources information relevant to the management of the risk of water rejection;
  • Strengthening the articulation between the environmental authority and the sector’s regulatory authority;
  • Strengthening the articulation of the environmental authority with the management entities in the monitoring and management of risk in water bodies;
  • Partnership with civil society associations to warn of non-compliance with rejections and withdrawals of services;
  • Search for new technological solutions to support environmental inspection (for example, robotics).
