The PENSAARP 2030, the new Strategic Plan for Water Supply and Wastewater and Rainwater Management, is under public consultation. In this section, we invite you to take a guided tour of the plan and participate in this consultation. We describe in detail each of the twenty objectives, seeking to contribute to encourage the ongoing public discussion. See here Objective D.5, the last of a set of twenty.
Objective of contribution to sustainable development
SDG 6 (Clean water and sanitation) is about ensuring the availability and sustainable management of safe drinking water and sanitation for all. The sector must contribute to the fulfillment of other SDGs by strengthening national and international cooperation in the water, peace and development perspective.
Therefore, specific United Nations concepts should be used for each indicator, which are internationally accepted and, therefore, allow comparability in international benchmarking analyses.
This objective will be monitored through indicators associated with SDG 6 and international cooperation.
Measures and incentives to achieve this objective
Two measures are directly associated with this objective, which we describe below based on the version of the plan under public discussion.
A first measure is the reinforcement of national cooperation on SDG 6 and with the remaining objectives (priority 3). It consists of strengthening cooperation in the context of SDG 6, to identify opportunities for improvement, both in the potential synergies and contributions of SDG 6 regarding water services to the remaining SDGs, and, conversely, in the synergies and contributions of the remaining SDGs for SDG 6, which are vast and complex, but which allow for a global improvement in society.
The following are identified as necessary incentives: articulation between government areas to reinforce synergies between SDG 6 and the remaining objectives of the United Nations; half-yearly reflection actions on strengthening cooperation between service and environmental regulators and management entities. The recommended incentives are: preparation of recommendations on monitoring SDG 6 in the regulatory assessment, in accordance with United Nations criteria; elaboration of recommendations on the local implementation of SDG 6 and links to the other SDGs, integrated in the local SDG Platform; actions to support innovation on the contribution of water services to public health; and preparation of awareness booklets for decision-makers on national cooperation on SDG 6 and with the remaining objectives.
A second measure is the strengthening of international cooperation in the water, peace and development perspective (priority 3). It consists of reinforcing international cooperation by attracting international water organizations to Portugal, with the inherent advantages, and for reinforcing Portugal’s cooperation with third countries, especially in the regions of Africa, South America, Eastern Europe and Asia, supporting governments in strengthening their public policies, regulatory mechanisms and management of water services. It includes the training of senior leaders in these countries by national specialists, within the framework of the SDGs and human rights in drinking water and sanitation of the United Nations.
The following are identified as necessary incentives: partnership actions to promote better public policies, regulation and management of services in foreign countries; partnership actions to promote a more active participation of Portugal in international organizations; and partnership actions to assess the possibility of setting up international organizations in the country. The following are identified as recommended incentives: reflection actions on water services, by ministers of water, finance and foreign affairs (international and biannual); advanced and multilingual training and capacity building in public policies, regulation and management for senior leaders of third countries; and preparation of studies on international cooperation priorities from the perspective of water, peace and development.

Together with its partners, the association intends to make available and produce the best and most up-to-date knowledge at an international level and to transfer it continuously to decision-makers, water professionals, industry and society.
In this way, we will make our contribution towards achieving the great goals of humanity regarding better water governance, for a better world.
