PENSAARP 2030: How to ensure the infrastructural sustainability of water services?

The PENSAARP 2030, the new Strategic Plan for Water Supply and Wastewater and Rainwater Management, is under public consultation. In this section, we invite you to take a guided tour of the plan and participate in this consultation. We describe in detail each of the twenty objectives, seeking to contribute to encourage the ongoing public discussion. See Objective C.2 here.

Objective of infrastructural sustainability of water services

It is intended that management entities ensure infrastructural sustainability through knowledge of the infrastructures, maintenance of their value and adoption of good heritage management practices, where rehabilitation fits.

Infrastructure asset management, or asset management, is defined as the coordinated activity of an organization to derive value from its assets (ISO 55 000), meaning that the organization makes the best decisions about its assets based on an understanding clear understanding of the organization’s long-term goals and purpose. The complexity of the decisions requires a transversal and comprehensive look at the organization, as well as a cross analysis of information coming not only from the operational areas, but also from the financial areas.

This objective will be monitored through indicators of asset management of infrastructures and the degree of aging of the infrastructures.

Measures and incentives to achieve this objective

Two measures are directly associated with this objective, which we describe below based on the version of the plan under public discussion.

A first measure is the improvement of infrastructure asset management (priority 1). It consists of improving processes and procedures for asset management of infrastructures, by strengthening the legal framework for the practice of asset management of infrastructures, extending it to all management entities, and providing support with tools and communication, strategic planning, tactical planning and operational planning, embodied in the infrastructure asset management plans. This is a structural measure for the sector, without which the medium and long-term sustainability of services will be impossible, due to the inevitable degradation of infrastructure over time.

Identified as recommended incentives: elaboration of recommendations on the implementation of asset management of infrastructures in large and medium and small systems; elaboration of instruments to support the asset management of infrastructures especially aimed at small entities; elaboration of instruments for evaluating the infrastructural condition on a national scale, perceptible by decision-makers and society; training and capacity building in asset management of infrastructures; elaboration of awareness booklets for decision-makers on asset management of infrastructures; actions to support innovation on asset management of infrastructures.

A second measure is the improvement of cadastral and operational knowledge of infrastructures (priority 1). It consists of improving knowledge of the infrastructures and their operation to support management and decision-making through the existence of a register and operational information on all components, namely ducts, collectors, connection branches, measuring equipment, state of conservation, breakdowns, interventions in the components and risk factors, as well as interconnection between the geographic information system and other information systems of the management entity. This is a basic measure for the sector, without which the realization of many other measures will be impossible.

A necessary incentive is identified as changing the legislation on the minimum content of the infrastructure register, including georeferenced collection and rejection points. It is identified as recommended incentives: preparation of recommendations on harmonized recording of faults in conduits and collectors, which allows analysis and national history; and actions to support innovation on cadastral and operational knowledge of infrastructures.
