On December 10, the Council of the European Union adopted a directive and a recommendation aimed at reducing vulnerabilities and strengthening the resilience of critical entities, which provide essential services for the maintenance of societal functions and vital economic activities, public health and safety and the environment. These entities must be able to prevent, protect, react, manage and recover from hybrid attacks, natural disasters, terrorist threats and public health emergencies.
The adopted directive covers critical entities from various sectors, namely providers of drinking water and wastewater services, in addition to energy, transport, health and space.
The recommendation addresses three priority areas: preparedness, response and international cooperation.
Member States will have to create a national strategy to build the resilience of critical entities, carry out a risk assessment at least every four years and identify critical entities providing essential services. Critical entities will need to identify risks likely to significantly disrupt the provision of essential services, take appropriate measures to ensure their resilience and notify the competent authorities of disruptive incidents.

LIS-Water’s mission is thus to reinforce public policies, regulation and management of water services for the benefit of society, integrating the best knowledge in management, economics, engineering, law, social sciences, communication and other relevant areas.
Together with its partners, the association intends to make available and produce the best and most up-to-date knowledge at an international level and to transfer it continuously to decision-makers, water professionals, industry and society.
In this way, we will make our contribution towards achieving the great goals of humanity regarding better water governance, for a better world.
