LIS-Water carried out a working visit to the Regulatory Entity of Potable Water and Sanitation Services (ERSAPS) within the scope of the project “Assessment and elaboration of roadmap of the Honduran regulator”, financed by the Inter-American Development Bank Development (IDB). The objective was to get to know in loco the specific context of ERSAPS and discuss relevant topics for the regulator’s strengthening plan.
The visit took place in Tegucigalpa from July 11 to 15, 2022, through working meetings with members of the Board of Directors and representatives of the regulator’s departments. Meetings were also held with other sector entities, including representatives of the National Potable Water and Sanitation Council (CONASA), the National Autonomous Service of Aqueducts and Sanitation (SANAA), urban and rural service providers and their associations. On the last day of the program of activities, visits were made to providers in Comayagua and Siguatepeque, as well as to the Local Supervision and Control Unit (USCL) in Comayagua.
Knowing the reality of Honduras and the activities of the country’s potable water and sanitation regulator was fundamental for the project under development. In addition to complementing and validating the diagnosis initially carried out by LIS-Water, through research and surveys, being in the country in person made it possible to learn about other realities that had not been previously detected, with emphasis on the urgent needs of the population related to access and quality of drinking water and sanitation services, which could not be understood through merely documentary research. Thus, the plan to strengthen the regulatory entity will be a very important instrument for strengthening the regulatory models adopted in Honduras and thus contributing to the improvement of the sector, mainly translated into tap water and better health for Hondurans.
Based on the information collected during the on-site visit, the final version of the project report will be prepared, with completion scheduled for August 2022.
