LIS-Water reflects on the implementation of PENSAARP 2030 ​

A LIS-Water, que coordenou a proposta técnica do PENSAARP 2030, levou uma reflexão estratégica do plano à 17.ª Expo Conferência da Água, que decorreu dias 21 e 22 de novembro, em Lisboa.

In addition to its intervention as Keynote Speaker, on the first day of the Expo Water Conference, LIS-Water was present in the debate in two other panels.

“Executing PENSAARP 2030: What now?” was the theme of the intervention by the President of LIS-Water, having stated that, after a notable evolution of water supply and wastewater management services in Portugal over the last 30 years, recent years seem to reveal some stagnation or even regression , with fundamental problems to be resolved. He considers that political power seems to have adopted other priorities in relation to this sector, and has not visibly assumed leadership in the improvement process. The sector’s authorities did not see their capacity strengthened and, on the contrary, they even saw their previously held powers taken away. State management entities entered a stabilization phase with a lower intensity of proactive intervention. Municipal management entities develop at two speeds, with some modern entities coexisting with many low-performing entities. Private management entities compete in a stagnant market and sometimes in an environment of some hostility. The business sector appears to be increasingly turning to foreign markets in the face of stagnation in the national market.

“Executing PENSAARP 2030: How to avoid a two-speed sector?” was the motto of the second panel with intervention by Lis-Water. The discussion was promoted around divisive themes, such as the mechanisms and incentives that can be created to help combat territorial inequality and the lack of scale of managing entities, the creation of new aggregations in decline and the mechanisms proposed in PENSAARP 2030.

Municipal water and sanitation concessions were highlighted in the panel “Concessions: The Specter of Extinction”, where LIS-Water contributed to the discussion on the relevance and advantages of the private sector’s contribution to financing investments planned for this decade.
