LIS-Water was invited to intervene in the debate of plenary session 1 – Strategic plans and public policy, on November 24th, at the 20th Sanitary and Environmental Engineering Meeting, organized by APESB – Portuguese Association of Sanitary and Environmental Engineering, in Cascais.
LIS-Water has identified five aspects that, in its view, will dictate the successful execution of strategic plans and public policy in water services, in the coming decades.
The first aspect is to bear in mind the context of the sector, as the so-called “Portuguese miracle” is in a phase of stagnation and even some setback. The second aspect is the need for leadership and commitment from policy makers in the sector. The third aspect is the creation of offices to support the management of plans and open sessions where their evolution can be publicly discussed. Monitoring the plans is the fourth aspect, covering objectives, measures and incentives, as well as the financial flow in the sector. The fifth and last aspect is the necessary articulation and the creation of synergies with other areas and other plans, namely water resources, energy, cities, health, agriculture, climate change, etc.
The panel was moderated by Professor Paulo Ramísio of the University of Minho, and, in addition to LIS-Water, ERSAR participated, through Administrator Miguel Nunes, Instituto Superior Técnico, through Professor João Levy, and the University of Córdoba, through Professor Júlio Berbel.

Together with its partners, the association intends to make available and produce the best and most up-to-date knowledge at an international level and to transfer it continuously to decision-makers, water professionals, industry and society.
In this way, we will make our contribution towards achieving the great goals of humanity regarding better water governance, for a better world.
