As part of the 5th Postgraduate Course in Water Law promoted by the Faculty of Law of Lisbon, through the Institute of Legal and Political Sciences, LIS-Water presented and debated the strategy for the water services sector and the new challenges with an audience made up mainly of lawyers.
Module I on Governance Models for Public Water Services, which took place between March 10 and 25, 2022, allowed for an interesting sharing of views from several experts:
1st Session: Public water services – scope of the guarantee of a universal water supply and quality service – Pedro Costa Gonçalves, Faculty of Law of the University of Coimbra and Lawyer at Morais Leitão & Associados.
2nd session: The human right to safe drinking water and sanitation and Goal 6 of the UN Sustainable Development Goals (universal access to safe drinking water and sanitation by 2030), Catarina de Albuquerque, CEO of Sanitation and Water for All.
3rd session: PENSAARP 2030 and the new challenges, Jaime Melo Baptista, Technical Coordinator of the PENSAAARP 2030 Working Group and President of LIS-Water – Lisbon International Centre for Water.
4th Session: Management models for the public water supply service – organization, distribution of responsibilities and legal framework – João Miranda, Faculty of Law of the University of Lisbon and Lawyer at FALM & Associados.
5th Session: The regulatory powers of the Regulatory Authority for Water and Services, Pedro Moniz Lopes, Faculty of Law of the University of Lisbon and PMLA & Associados.
6th Session: Aggregations: intermunicipal management of public water services – Master Ana Luísa Guimarães, Lawyer at Sérvulo & Associados.
7th Session: Regulation of water services: specificities and challenges – Vera Eiró, President of the Board of Directors of the Regulatory Authority for Water and Waste Services and Faculty of Law of the Universidade Nova de Lisboa.
8th Session: Private sector participation and public-private partnerships in the governance of public water services – modalities, added value and tensions – Rui Cunha Marques, CERIS and Instituto Superior Técnico.
9th Session: Comparative models of concession of public water services – Jorge Pação, Faculty of Law of the University of Lisbon.
10. Session: The new legal framework for basic sanitation in Brazil: perspectives for evolution, private sector participation, governance and regulation of public water services – Patrícia Sampaio, Fundação Getúlio Vargas Rio.
11th Session: Protection of consumers of public water services – Paulo Lopes Marcelo, Lawyer and Former Member of the Board of Directors of the Water and Waste Services Regulatory Authority.

They generate benefits in terms of job creation, economic growth, increased social stability and reduced conflicts, contributing to a more developed, peaceful, equitable and healthy society.
LIS-Water’s mission is thus to reinforce public policies, regulation and management of water services for the benefit of society, integrating the best knowledge in management, economics, engineering, law, social sciences, communication and other relevant areas.
Together with its partners, the association intends to make available and produce the best and most up-to-date knowledge at an international level and to transfer it continuously to decision-makers, water professionals, industry and society.
In this way, we will make our contribution towards achieving the great goals of humanity regarding better water governance, for a better world.

The AdP Group is responsible for the integrated management of the urban water cycle, providing services to Municipalities, which are simultaneously shareholders of the companies managing multi-municipal systems, and directly serving the population through municipal water supply and sanitation systems.
