Bolivia starts a regulatory strengthening process with the support of LIS-Water

In the city of Cochabamba, Bolivia, on March 7th and 8th, the Bolivian Potable Water and Sanitation Supervision and Social Control Authority – AAPS – organized a workshop whose objective was to develop the Assessment and Improvement of Service Policy and Regulation of Water and Sanitation (WaterGov 1.0), which is a system for evaluating the state of the art of public policies and regulation of the drinking water and basic sanitation sectors. This tool was developed by LIS-Water with the support of the Inter-American Development Bank and the Government of Portugal within the scope of the RegWAS 1.0 LAC Program.

It is worth highlighting the great availability of the entire AAPS team to develop this workshop, as well as the dynamics of interdisciplinary groups with employees from different departments, allowing synergies to be multiplied for the continuous improvement of sector regulation. Each group responded to a questionnaire with approximately 150 questions related to the following themes: Institutionalization of the sector, regulatory governance, regulatory model and regulatory mechanisms and instruments.

It should be noted that this workshop is a first pilot of the WaterGov 1.0 online assessment platform, the final details of which are in the development phase.

The RegWAS 2.0 Program will allow other regulators to expand the implementation of WaterGov 1.0, regulators grouped in ADERASA will join this assessment that will allow them to continue on the path of improvement started with the RegWAS 1.0 Program.
