ERSAR published the annual report characterizing water and waste services in Portugal

Volume 1 of the Annual Report on Water and Waste Services in Portugal (RASARP 2022) is now available, which summarizes the most relevant information regarding the characterization and evolution of the sector, including the assessment of the quality of the service provided to users, benchmarking of the performance of management entities, legal and contractual monitoring and the economic and financial framework of the sector.

This report aims to synthesize the most relevant information, referring to the year 2021, on the sectors of public water supply, urban wastewater sanitation and urban waste management, in the various aspects of regulatory activity.

As main highlights, it should be noted that in this edition the cycle of application of the 3rd generation of the service quality assessment system comes to an end, having proceeded to the balance, in recent years, of the main indicators and indices applied to services of water and waste.

There is a need for the sector to dedicate special attention to some indicators in which ERSAR signaled opportunities for improvement, such as adherence to the service, rehabilitation of pipelines, occurrence of floods, water losses and unbilled water, in the areas of services linked to water, and recycling of undifferentiated waste and washing of selective collection containers, in the case of urban waste management.

It should also be noted that, in 2021, the majority of management entities that did not recover the expenses with the provision of water and waste services, operate under direct management (municipal services, municipal services and associations of municipalities), this issue being more evident in the declining sector of urban waste management. On the upside, it appears that the management entities generally recover the expenses with the provision of the three services, whereas, on the downside, in sanitation and waste management, the entities do not recover the expenses, with a tendency for this situation to worsen in the case of urban waste management.

With regard to the monthly charges borne by Portuguese families in 2021 with these services, it appears that the end user had, on average, for a consumption of 10 m3 of water, a monthly charge of €25.43, with the supply of water the service that entails the most costs (€11.39), followed by waste water sanitation (€8.99) and urban waste management (€5.05).

In the legal and contractual monitoring of management entities, there are still needs for improvement, both in the publication and updating of service regulations, and in the legalization of their contractual situation.
